Failed to open socket 21 FileZilla

I've been trying to connect to my server file through Coda 2 on my iMac, to a amazon server. But I cannot find any solution, hopefully you can help me:

I have this error every time in Coda 2:

Server said: Opening data channel for directory list.
Error -162: PORT failed

In filezilla the error is :

For this, I use port 20 to connect and my setting on Filezilla is 20. I opened port 20 in my server.

I know most you will say "Why don't you use port 21?" Because I receive this error in filezilla:

Closing all listening sockets
Creating listen socket on port 21...
Failed to create listen socket on port 21 for IPv4
Failed to create listen socket on port 21 for IPv6
Failed to create a listen socket on any of the specified ports. Server is not online!

I researched why I couldn't open port 21, because maybe another application is using it. Would xampp be occupying the port 21, or any other application? Well they told me that I needed to use command prompt, which in amazon servers is not accessible.
