Problem connecting to URLs needed for a Microsoft diagnostic package to run successfully

First, I tried to connect via Chat to a tech support person at Microsoft but was unable to do because I was told I needed to update my Java. So I tried to do that but it failed, too. I was told to download and run MS Fix It (to fix or change the registry, etc.) but it wouldn't work correctly (got a Code 80072EFD, whatever that means). Then the system suggested I download a utility to fix that problem. That utility was downloaded from Microsoft directly and it's file name is "DIAG_MATS_NETWORK_global.DiagCab" and this is the file telling me it is "unable to reach one or more URLs needed for a diagnostic package to run successfully."

 

So, Houston, "We have a 9communication) problem!"

 

Can someone out there please help me with this problem, which increasingly appears to be becoming a proverbial Catch-22?
