Randomly getting "ERR_NETWORK_CHANGED" error in Google Chrome

When I visit websites, sometimes I get this error. When I click reload the website loads fine. Sometimes I have to click reload 2 or 3 times. Sometimes websites load, but certain content doesn't load, like some of the images on the Reddit front page. Sometimes I'll be browsing a site, and I'll click on a link to the same website and I get the error. I am getting this error roughly every 20-60 seconds.

Firefox and Internet Explorer do not have this issue, leading me to believe it's a Google chrome issue on this computer. On another computer with Google Chrome, on the same network, there is no issues.

I have done a full scan with Spybot, CCleaner, and Vipre Anti Virus and removed any traces of bad things, restarted my computer, and I am still having the same issue.

I also tried disabling some chrome settings, such as predict network actions, but that has had no effect: http://i.imgur.com/A6e4PAP.png

I also disabled all my addons and still got the same issue.
